Chris I think you are correct. There were legal reasons and practical concerns. It was determined that such issues should not come to the president. Tim

I was chair of the judicial council when the current procedures were adopted. Previously, appealing a case to the president had been very rare, but that year appeals were made. In addition to the legal concerns that Jon Arms mentions, it was quite impractical for the president to gather and process the information needed to make a judicious decision. The appeals council was the result.

As I recall, the group was created because of legal concerns with respect to a proper procedure.  As I understand it now, the appeals' groups' decisions may be appealed to the president, in the end.

One more note concerning the Appeals Committee?if memory serves, once upon a time, Appeals of CJC went to the President.  I believe it was President Die who decided that that did not work and thus created the Appeals Committee.  So I guess one answer to our status is that we a committee appointed by the President????
